The City of Olmos Park is seeking a dedicated Municipal Building Official to support the Building Department in promoting safety, sustainability, and high-quality construction within our sought-after and close-knit community. This position offers a unique chance to learn from experienced leadership and actively participate in enhancing the quality of life for our residents. This is a full-time, exempt position. The Building Official reports to the City Manager and supervises one Building Permit Technician.
Essential Job Functions and Responsibilities
Assist in Plan Reviews: Collaborate with the City’s third-party plan reviewers to review construction plans for compliance with all applicable laws, building codes, regulations, and City of Olmos Park ordinances.
Provide Guidance: Aid property owners, contractors, and architects regarding building codes and ordinances, fostering a spirit of collaboration and community engagement.
Permit and Inspection Oversight: Oversee the issuance of building permits and schedule or perform inspections related to the building projects to ensure compliance with local, state and federal regulations.
Policy Development: Develop and implement departmental policies and procedures to enhance operational efficiency and effectiveness.
Conduct Site Inspections: Perform visits to construction sites to ensure that work is progressing in compliance with approved permit guidelines and regulations.
Collaborate with Boards: Attend and make presentations at Board of Adjustment, Planning and Zoning Commission and City Council meetings; make recommendations and ensure adherence to local regulations.
Training and Development: Obtain and maintain an International Code Council Residential Building Inspector certification within one year of employment and complete appropriate training related to building codes or inspection practices as approved by the City Manager.
Team Management: Provides oversight and supervision of the Building Permit Technician, mentors department staff.
Industry Knowledge: Stay current with trends and changes in building codes and regulations.
Code Enforcement: Enforce city building codes and ordinances in collaboration with designated personnel and perform duties as the code compliance officer for the city.
Stormwater Management: Responsible for Storm Water Prevention Pollution Plans (SWP3) and drainage related to building and construction in collaboration with city engineers. Assist City Manager and Public Works Director with stormwater issues, including inspections and remediation of violations, while collaborating closely with city engineers.
Other Duties: Undertake additional responsibilities as assigned by the City Manager

Compensation and Benefits
Starting Salary in range of $63,000 to $75,000; specific salary offer will be commensurate with experience and qualifications
Comprehensive health and dental coverage covered by city at 100% for employees, with some benefits extending to dependents not enrolled in city health plan
Participation in the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 employer match; optional deferred compensation accounts available

Requirements
Minimum Education, Experience and Certifications
Education: An associate’s degree in construction management, civil engineering, architecture, or a related field is preferred
Certifications: Hold or be able to obtain an International Code Council Residential Building Inspector certification within one year of employment. Hold or be able to obtain the TDLR Code Enforcement Officer License within one to two years of employment
A valid Texas Driver’s License is required
Experience: A minimum of 2 years of experience in building inspection or a related field is required. Relevant experience may be considered in lieu of specific requirements.
The city may consider waiving certain requirements based on the applicant's extensive education, certifications, and relevant experience as demonstrated in their portfolio
