Description:
The purpose of this position is to support the design, development, and execution of water-works improvement projects through detailed design, calculations, cost estimates, and preparation of plans, specifications, and contract documents. The Engineer will coordinate and manage the engineering and construction activities between WaterOne, external utilities, engineering firms, developers, and governmental agencies at the city, county, state, and federal levels. This role will also involve assisting with construction management, field investigations, site inspections, and oversight of consulting engineers to ensure the successful delivery of projects. Additionally, the position will provide technical consulting and engineering support to other divisions as needed.

The position will work within either the Distribution Engineering Department or the Facilities Engineering Department. The Distribution Engineering Department focuses on relocation, replacement, and installation of water distribution and transmission main projects. The Facilities Engineering Department focuses on projects related to water treatment, pumping, storage, and administrative facility improvements and expansions.

The pay range for this position is $76,000/yr to $109,400/yr. Compensation for the selected candidate will depend on candidate qualifications and experience as related to the position requirements.


Essential Functions

Performs design calculations, creates plans/specifications, generates cost estimates/schedules, coordinates easement or land acquisition, coordinates construction activities, and resolves construction related issues with supervision.

Provides or assists with the oversight of engineering consultants and construction contractors. Oversees the design, bidding, and construction process including reviews, submittals, pay estimates, change orders, and inspections.

Maintains comprehensive project documentation. Provides progress updates highlighting challenges and solutions.

Conducts complex data analysis, technical evaluations, studies, and field assessments. Provides recommendations with supervision based on sound engineering principles.

Analyzes and interprets hydraulic model system data such as pressure zones, chronic low or high-pressure areas, fire protection, materials and equipment, and flow characteristics to support operational decisions.

Creates specifications to obtain materials, services, and equipment.

Ensures project compliance with WaterOne Rules and Regulations, industry standards, permitting requirements, and safety guidance.

Proactively manages changes to project scope, schedule, and budget to deliver timely cost-effective solutions.

Proactively ensures progress is maintained throughout a project.

Reviews external municipal project plans to determine effects on WaterOne facilities.

Assists in developing and maintaining design criteria, material standards, and construction standards.

Stays current on water industry trends, materials, equipment, processes, and technology.

Evaluates new technology, techniques, and innovative solutions to improve efficiency, safety, and public relations.

Assists with resource planning and scheduling, project prioritization, and coordination with Divisions.

Assists with maintaining and updating asset management plans to guide infrastructure rehabilitation needs.

Supports project development, planning, and cost estimation efforts for Capital Improvement Program.

Builds relationships and clearly communicates with city, county, state, and federal agencies and external stakeholders.

Other Duties

Responds to occasional emergencies during non-scheduled work hours.

Performs other job duties as assigned.

Qualifications

Required Education & Experience

Bachelor of Science degree in Civil, Mechanical, or related Engineering discipline from an accredited university with an ABET accredited engineering program.

NCEES Fundamentals of Engineering (FE) certification and working toward receiving a Professional Engineer License (PE) in the State of Kansas.

Required Knowledge, Skills, and Abilities

Thorough knowledge of engineering theory and practice.

Proficiency in interpreting and developing engineering drawings for construction of water works improvements.

Excellent verbal and written communication skills.

Ability to maintain good working relationships and be team oriented.

Ability to organize, prioritize, and multitask while meeting deliverables for projects at various stages of development and execution.

Proficient in Microsoft Office Suite (Excel, Word, Outlook, SharePoint) for daily tasks and communication.

Ability to become proficient in SAP, GIS, and AIMS software applications.

Experience with design software (AutoCAD, ESRI GIS, Bluebeam).

Ability to demonstrate good judgment, innovation, and logical problem solving.

Valid driver's license and ability to meet WaterOne's driving standards.

Ability to successfully complete a pre-employment drug screening and background verification in accordance with WaterOne standards.

Preferred Qualifications
General

NCEES Principles and Practice of Engineering (PE) exam certification.

Professional Engineering (PE) license in the State of Kansas or ability to obtain through reciprocity within six months.

2 years of professional experience in engineering and technical work.

Experience in engineering and technical work with a water utility, construction, or a similar infrastructure sector.

Familiarity with SAP or related ERP software.

Distribution Engineering

Grade I Water Distribution Operator.

Certification by California State University Sacramento in Water Distribution System Operation and Maintenance.

Experience with hydraulic modeling.

Facilities Engineering

Class I Kansas Water Supply System Operator.

Experience with SCADA, or advanced analytics software.

Knowledge of relevant drinking water regulations and of current issues affecting water utilities.

Some work may be in non-heated and non-air-conditioned structures. Employees in this position may also perform field assignments in poor weather and driving conditions and deal with other hazards of field work such as working at varying heights up to 15 feet above the floor and tolerate noise levels that are generally minimal but may be excessive for brief periods of time (hearing protection is provided).


This position requires the ability to remain in a stationary, standing and/or sitting position for up to several hours a day. Employees must be able to position themselves to stoop, kneel, or crouch, move through elevators, stairways, ramps and rough terrain, as well as move from one location to another. Employes must be able to ascend and descend ladders to work on equipment, including climbing water towers and other structures. Employees are required to use personal protective equipment and navigate construction sites.

The work environment for this position is a typical office setting. Employees will be expected to work in a professional office environment that includes tasks performed at a desk, using standard office equipment such as computers, phones, printers, and filing systems. This job duties for this position sometimes takes place in the field and/or plant environment where exposure to various environmental factors such as chemicals, noise from machinery, and fluctuating temperatures is likely and personal protective equipment may be required. The noise level when working in the field and/or plant environment is usually moderate to maximal.
