Description
SUMMARY:
The Police Chief provides executive leadership for all operations of the Police Department. This includes developing and administering policies and procedures, commanding major incidents, managing budgets and resources, overseeing public relations, and directing all aspects of crime prevention, investigation,
enforcement, and strategic planning.
PRIMARY DUTIES AND RESPONSIBILITIES:
Essential duties and responsibilities may include, but are not limited to the following:
- Commands major emergency incidents by responding to emergency scenes, assessing needed resources, assigning tasks, and managing investigations.
- Develops and presents the annual department budget and revisions based on a review of population growth and development trends, department and employee needs, staff development, and deployment plans.
- Engages in long-term planning consistent with the strategic goals of the city to identify and plan for projected needs to efficiently and effectively deliver police services within the city.
- Represents the Police Department in professional and community settings, staying informed of current law enforcement trends and fostering positive relationships with the public.
- Establishes and maintains a culture of employee empowerment, safety, equity, and continuous improvement.
- Directs administrative duties by overseeing hiring, training, evaluation, discipline, development, and implementation of policies and procedures, reviews administrative reports, oversees departmental records, and reports, when required, to various agencies.
- Manages or administers grant fund programs.
- Maintains current knowledge of changes in laws, new methods of the delivery of police services, and best practice standards.
- Develop goals and objectives for the department.
- Completes special projects as assigned by the City Manager’s office regarding any police related program.
- Works with citizens to coordinate traffic control, enforcement of ordinances, and provide ancillary services.
- Provides for staff development and supervisory training programs.
- Respond to the Emergency Operations Center (EOC) to support incident management functions, resource management, and situational awareness.
OTHER DUTIES MAY INCLUDE
- Coordinating emergency management activities, interacting with the media, and representing the City as needed in professional or community settings.

- The City of Red Oak also participates in the Texas Municipal Retirement System (TMRS). The employees' TMRS contribution is 7% of their gross salary, deposited on a pre-tax basis into their individual accounts. The City matches the employees' deposits at a rate of 2:1 or 14%.

Requirements
SKILLS, KNOWLEDGE AND ABILITIES
- Ability to communicate effectively, provide clear direction, and motivate personnel.
- Ability to evaluate complex situations and implement appropriate, timely, and reasonable solutions.
- Ability to understand, interpret, and apply written and oral instructions, departmental policies, rules, regulations, and applicable laws.
- Skill in exercising sound judgment, fairness, and integrity in decision-making while supporting the mission and policies of the City and Police Department.
- Ability to maintain proficiency with firearms, weapons, specialized equipment, and applicable laws
governing police and legal procedures. - Ability to attend, understand, and provide feedback on officer training programs to promote continuous professional development.
- Ability to acquire, maintain, and expand knowledge of law, investigative methods, and current policing practices.
- Skill in operating City vehicles safely and maintaining acceptable driving standards.
- Ability to maintain required physical fitness and emotional stability necessary for law enforcement duties and leadership responsibilities.
CERTIFICATIONS & LICENSES
- TCOLE Master Peace Officer Certification – Must be current and valid.
- Completion of recognized executive-level law enforcement leadership programs, such as: Institute for Law Enforcement Administration (ILEA), FBI LEEDA Trilogy Series, Law Enforcement Management Institute of Texas, (LEMIT) Leadership Command College, FBI National Academy or other equivalent advanced leadership programs.
PHYSICAL REQUIREMENTS
- Must possess and maintain the physical and mental ability to perform the essential functions of a licensed peace officer.
- Must meet all physical fitness and medical standards as required by the Texas Commission on Law Enforcement (TCOLE) or equivalent state certification authority.
- Work may involve extended periods of sitting, standing, walking, driving, and occasional running, climbing, bending, kneeling, or reaching.
- Must have the ability to operate police vehicles, firearms, and other law enforcement equipment as required.
- May be required to lift, carry, drag, or restrain individuals weighing up to 100 pounds in emergency situations.
- Must be able to effectively communicate verbally and in writing; visual and hearing acuity required for observation, report writing, and radio communications.
- Must be capable of working in both indoor and outdoor environments, and under various weather, lighting, and stress conditions.
- Must be available for on-call response and able to work extended or irregular hours as necessary, including nights, weekends, and holidays.
EDUCATION AND EXPERIENCE
- Bachelor’s degree in Criminal Justice, Public Administration, or a related field required; Master’s degree preferred.
- Minimum of ten (10) years of progressive law enforcement experience, including three (3) years of command-level leadership.
- Demonstrated experience in community-oriented policing, organizational change, and modern policing strategies.
- Formal training in executive leadership, police administration, or contemporary policing methods strongly preferred.
- Other combinations of education and experience that meet the qualifications may be considered
